Specification of the job
(Senior) Programme Officer for ICCO’s programs in the area of Fair and Sustainable Economic Development, including:
o   Value Chain Development (VCD)
o   Coordination of the Agrihub Network in Sikasso
o   Links between VCD and Fair Climate Programs
o   Coordination of the Connect for Change Programme (C4C)
Responsibility
Direct responsibility for Economic Development Programs and Local & International Market Development (supported by ICCO’s Netherlands based Central Office).
General responsibility for effective, efficient (learning) relationships between ICCO and partners and program coalitions, including the (C4C) Alliance, in the region, as well as the relations with ICCO Central Office & back donors.
Position in the organization
The program officer reports to the Regional Manager, works in a multidisciplinary team and in close cooperation with the Finance Officer, the Business Economics Advisor, the Value Chain Advisor and program specialists of ICCO’s Head Office.
Overall job objective
o   Contribute to regional development processes by facilitating multi-actor, multi-level Fair Economic Development programs (Shea, Sesame, Rice, and Cereal Value Chains, and multi-actor development initiatives such as the Agrihub in the Sikasso Region)
o   Support strategic relations and alliances within the framework of ICCO’s Strategic Plan (including access to finance with Oikocredit, Terrafina);
o   Facilitate the elaboration and implementation of multi actor programs in the shea and sesame chain in Mali and Burkina Faso
o   Assist partners in identifying capacity-building support, cooperation with new stakeholders and additional funding, when needed.
The team of program officers covers all thematic area’s in terms of knowledge, actors and content.
Tasks
o   Identification and facilitation of programs and program coalitions by applying the 4 ICCO strategic roles: strategic financing, advocacy and lobby, capacity building and brokering/network building
o   Assessment of program- and project proposals and business plans
o   Preparation of financing decisions
o   Control, evaluation and monitoring of ongoing contracts between ICCO and program coalitions & partners
o   Contribute to learning, exchange and knowledge-sharing in West Africa with partners / partner coalitions and in the North with relevant ICCO-specialist and ICCO PO’s world wide, and with strategic or ICCO Alliance partners.
o   Contribute to policy development with relevant ICCO- specialist(s) in ICCO’s Head Office and to the development of the regional annual plan
o   Contribute to communication activities regarding activities and policies of ICCO and partners in North and South
o   Contribute to applications for additional funding by other donors and investors
o   Coordination with other relevant alliances in the region (ICCO is member of the ICCO-alliance, APRODEV, ACT, Oikocredit, WASH Alliance, Connect4Change Alliance, AgriProFocus Agrihub Mali)


Qualifications needed
o   FED-relevant educational background (masters Agro-Economy, Agronomy, etc)
o   7-10 years FED-relevant working experience, preferably also in value chain development
o   Good knowledge of the social, economic & political situation in the region
o   Substantial international experience in a relevant field of work.
o   Good knowledge of development issues, understanding change processes, multi stakeholder processes and North-South cooperation.
o   Excellent language skills (verbal and in writing) in English and French.
o   Knowledge of financial aspects related to funding of programs and basic knowledge / experience with financial aspects related to assessment of business plans
o   Negotiation skills,
o   Networking and facilitating skills
o   Good writing and presentation skills

VACANCY: Global Water Initiative (GWI) Project Coordinator


JOB DESCRIPTION

Job Title:              Global Water Initiative (GWI) Project Coordinator
Grade:                   Band D
Reports to:            Head of Programs.

Purpose:         The Global Water Initiative is a multi-year Water program based in the Upper East Region of Ghana.  CRS Leads the GWI consortium with partners CARE, and IUCN.  The GWI coordinator will lead the CRS-Led consortium on an advocacy program for the water sector in Ghana with following two strategic objectives:
1.      Local actors engage effectively in IWRM decision making at regional, national and local levels to deliver equitable, sustainable sharing of social, economic benefits from water.
2.      Decentralized local authorities deliver continuous water services in rural communities.

Key Responsibilities: 
·       Provide dynamic leadership, technical support and team coordination to the GWI-Ghana consortium and effectively liaise with all GWI program constituents 
·       Ensure for optimal program quality and efficient delivery of GWI activities according to the decisions made by senior management of the GWI partners (Project Steering Committee), the Regional Strategy Committee (RSC) and the Cluster Leader.
·       Ensure that all GWI partners pursue a program of continual learning, documenting and capitalizing on GWI experiences.
·       Represent the GWI program locally and nationally to Government, decentralized authorities, NGOs, private sector, etc, and to existing and potential donors as appropriate.
·       Ensure the security and efficient management of all resources, equipment and documentation linked to the program.
·       Ensure the efficient use of the human and financial resources available to GWI to deliver the Program.
·       Provide an effective reporting interface with the Regional GWI Secretariat and donor, including implementation of agreed regional Monitoring and Evaluation program.
·       Develop and lead the successful networking of advocacy actors engaged in the water sector.
·       Participate in the recruitment and evaluation of staff within the GWI team, linking to the procedures of the individual partner organizations.
·       Design and deliver a communications program to communicate the work of GWI nationally and locally, ensuring for visibility of the GWI brand. .

 Management and Administration:
1.         Manage program budgets, including tracking of financial and material resources.
2.         Ensure accurate and timely reporting of program finances and progress status, review
actual financial performance against the budget, and explain variances on a regular
basis.
3.         Ensure staff compliance with all CRS  administrative and operational procedures and
policies, as well as applicable donor regulations.
4.         Approve program expenditures, budget adjustments, and cost modification requests
to donors.


 Representation and Advocacy:
1.          Ensures that sub-grantees adhere to their assigned scopes of work and sub-award terms, and  all members of the consortium work cooperatively and productively to achieve project objectives.
2.         Act as primary program contact to consortium members and donor representatives,
taking responsibility for addressing all program matters, collaborating with the CRS
Country Representative and Head of Program on overall donor relationships.
3.         Strengthen linkages with existing and potential partner agencies, in collaboration with
CRS Country Representative and Head of Programming.
4.         Oversee program communication strategies, in collaboration with CRS Country
Representative and Head of Programming, including compliance with donor's
branding and marketing requirements as well as CRS marketing and communication
procedures.

 Human Resource Management:
1.         Lead, manage and supervise a team of CRS and consortium staff  (CARE and IUCN) to meet program objectives.
2.         Conduct periodic reviews of staff performance in keeping with CRS' performance
management system and mentor staff to ensure high levels of motivation,
commitment, capacity, and teamwork.

Other Duties/Assignments:
Carry out any other duties/assignments as shall from time to time be directed by the Head of Programs or Country Representative.


 Required Minimum Qualifications and Experience
  • A Masters Degree or Postgraduate/specialized training in water advocacy, water resources management or other related discipline.
  • Minimum of 7 years progressively increasing management responsibility and technical experience in Water, Sanitation and Environmental Sanitation in developing contexts
  • Demonstrated knowledge of the water and sanitation institutional framework in Ghana
  •  Knowledge of research methodology and advocacy planning
  • Minimum of 5 years of work experience in development projects preferably in WASH project planning, monitoring and evaluation, at a supervisory level.
  • Demonstrated experience in engaging local actors in IWRM decision making at regional, national and local levels to deliver equitable, sustainable sharing of social and economic benefits from water.
  • Demonstrated advocacy and policy analysis experience in the water sector
  •  Proven knowledge and first hand relationships with water actors in Ghana
  • Proven team coordination skills and ability to work independently; Excellent interpersonal and supervisory skills.
  • Proven analytical skills, demonstrated creativity in analysis of situations and data
  • Strong leadership skills, including strategic thinking, problem solving, effective communication and negotiating skills.
  •  Ability to build and motivate diverse and talented teams.
  •  Proven experience in managing consortium or partnership relationships in a participatory way required.
  • Proven track record in building relationships with governmental organizations, private sector and community organizations required.
  • Strategic vision and capacity to oversee a multi-sectoral program involving multiple partners required.
  •  Public relations skills required.
  • Proven experience in budgeting and budget management.
  • Excellent oral and written communication skills, cultural sensitivity, ability to work with people, good judgment and commitment to the Agency's mission
  • Strong computer skills (Word, Excel, Internet, etc.).
  • Willingness to travel in-country and internationally as required by the Agency.

The Basin Officer is to oversee the operations and implementation of strategies towards sustainable management and use of water resources in the Tano River Basin. The Basin Officer will be based in Sunyani in the Brong Ahafo Region.
Duties and Responsibilities
·         Provide technical inputs for the development of an Integrated Water Resources Management (IWRM) plan for the Tano basin.
·         Assist in the implementation of the IWRM plan developed for the basin.
·         Collaborate with relevant stakeholders for the management of the basin.
·         Undertake the regulation and licensing of water users and monitoring compliance in the basin in collaboration with Legal, Monitoring and the Environmental Quality Departments of the organization.
·         Where assigned as Head of the Basin, serve as the Secretary to the Basin Management Board and focal point for donor related projects in the basin.
·         Perform any other duties that may be assigned from time to time.
Qualifications and Experience
·         At least a Masters or Post Graduate Degree from a recognized institution in Natural Resources and other relevant fields
·         At least six years post qualification experience, three years of which should be in a management position(s) in a reputable organization.
