The Water Resources commission (WRC) with the support of the Africa Development Bank, acting as trustees for the African Water Facility (AWF), is soliciting applications from qualified candidates to serve as a Project Manager for a period of Three (3) years renewable yearly on the basis of performance.
The successful candidate should be capable of performing multiple tasks in line with the Terms of Reference/Job Description and meet the associated requirement outlined below.
The selected candidate will oversee the implementation of all aspects of the project titled, 'Re-Optimisation and Re-operation study of the Akosombo and Kpong Dams on the Volta River in Ghana', which is aimed at contributing to economic growth and poverty reduction through improvement of downstream ecosystem functions and livelihoods by re-operating and re-optimising the Akosombo and Kpong dams. The project is framed around the following specific objectives:
- To produce technically and economically feasible reoperation plan, which will retain existing benefits of Akosombo and Kpong operations, while restoring loss of livelihoods and ecosystems functions;
- To then demonstrate the efficacy of the resulting reoperations plan through experimental flow releases; and
- To document and share the results of the techniques and the lessons learnt widely for application to the current inventory of major dams and to the next generation of dams to make more environmentally compatible.
The candidate will be fully responsible for the day-to-day management of the project and will report directly to the chairman of the Project Steering Committee. His/her specific responsibilities will include but not limited to the following:-
- Coordinate and supervise all activities of the PMU, and liaise with AWF;
- Meet with the project Steering Committee (PSC) twice per year to receive guidance on the project implementation policy. Liaise with the WRC and other implementing partners (IPs) and AWF on matters of policy and project administration;
- Coordinate the activities of the Implementing Partners, to ensure effective delivery of project results;
- Promote collaboration with other partners, including the private sector, in the implementation of the project
- Undertake procurement of goods and services in accordance with the AWF procurement rules, procedures and guidelines
- Prepare and submit annual Work Plan and Budget (AWPB) for the upcoming year for approval by the Project Steering Committee and on the basis of the AWPB manage the PMU. Ensure timely and appropriate reporting on progress and problems of the project of the project implementation including Quarterly and Annual Progress Reports;
- Serve as secretary of the Project Steering Committee and the Scientific Advisory Committee and ensure execution of my decisions approved by the Committees
- Undertake any other responsibility that will ensure smooth and effective implementation of the project;
Required Skills or Experience
- At least MSc in Water Resources Management, Civil Engineering or related science together with postgraduate qualification or proven specialized training in Project management
- At least five years experience in the co-ordination of donor-funded projects entailing leadership qualities
- Knowledge in procurement rules and procedures is required and specific experience with the rules of the African Development Bank would be an advantage
- Proven team building, networking, presentation and communication skills
